Cookie consent requirements in Qatar
Short answer: for marketing and tracking cookies, plan for opt-in consent. Here is what the sources say, and how to set it up without hurting your site.

Mainland Qatar (PDPPL)
The PDPPL itself doesn't use the word "cookie". Chambers' 2026 Qatar practice guide summarises the PDPPL Guidelines this way: cookies used to target direct advertising should be deployed only after the individual has opted in, i.e. clicked "accept". It adds that implied consent is generally not recognised under the PDPPL (Chambers 2026). The PDPPL also requires telling people about processing before it starts.
QFC firms
The QFC Data Protection Office's guidance groups cookies into strictly necessary, analytics, functional and targeting. Where marketing cookies process personal data such as IP address or location, visitors must be able to consent before processing occurs. Only strictly necessary cookies should default to "on" (QFC guidance).
If you also have EU visitors
The EU's ePrivacy rules require prior consent for non-essential cookies, and the GDPR governs the data they collect (GDPR essentials).
A practical setup
- Inventory: list every cookie and tag. Google Tag Manager often hides several.
- Classify: strictly necessary, analytics, functional, marketing.
- Block by default: load analytics and marketing tags only after opt-in. Most consent platforms integrate with Tag Manager's consent mode.
- Equal choice: "Reject" as visible as "Accept"; no pre-ticked boxes.
- Withdrawal: a persistent "Cookie settings" link.
- Record: keep consent logs.
- Bilingual: an Arabic banner if you serve Arabic speakers.
Common mistakes we see
- The Meta Pixel or TikTok pixel hard-coded in the page head, so it fires before the banner appears
- A banner with only "OK"
- A privacy policy that doesn't mention cookies at all
