Middle East breaches average $8M: three cost drivers SMEs control
IBM's 2026 figures come from large organisations in Saudi Arabia and the UAE, but the cost drivers they identify apply to businesses of any size.

The headline figures
IBM's 2026 Cost of a Data Breach Report, published on 3 August 2026, puts the average cost of a breach for organisations in the Middle East at $8 million (IBM). Some context first. The study was conducted by Ponemon Institute and analysed 602 organisations globally, including organisations in Saudi Arabia and the UAE, between March 2025 and February 2026. Qatar isn't listed in the regional sample, so treat these figures as a regional signal rather than a Qatar benchmark.
- Lost business was the largest cost category, averaging $3.57 million per breach.
- 26% of malicious breaches were AI-enabled.
- Only 35% of breached organisations encrypted sensitive data both at rest and in transit.
- Phishing was the most common initial cause (18%).
The three factors that raised costs most
IBM names mismanaged secrets and keys, excessive privileges and poor role management, and an inability to prioritise threats. The factors associated with lower costs were encryption, a DevSecOps approach, and endpoint detection and response.
What an SME can do about each
1. Secrets and keys
- No API keys or passwords in website code, public repos or
.envfiles in the web root - Rotate keys when staff or agencies leave
- Use a password manager for shared credentials
2. Privileges
- One account per person; remove admin rights that aren't needed
- Review CMS, hosting and Google Workspace admins quarterly
- MFA on every admin account
3. Prioritising threats
- Keep a short, ranked list: internet-facing items first (website, email, remote access)
- Patch actively exploited flaws quickly
- Monitor monthly for changes so drift doesn't go unnoticed
Our monthly monitoring is built around the third point for public-facing websites.
