Expanding to Cyprus or the EU: a GDPR primer for GCC companies
Cyprus is a common first EU base for GCC businesses. Here's the data-protection layer that comes with it.

Does the GDPR apply to you?
If you are established in the EU, for example through a Cyprus company, the GDPR applies to processing in that context. If you are not, it can still apply when you offer goods or services to people in the EU or monitor their behaviour (GDPR Art. 3(2)). In that case you will usually need an EU representative (Art. 27).
Cyprus specifics
Cyprus implements the GDPR through Law 125(I)/2018. Its supervisory authority is the Commissioner for Personal Data Protection. Beyond GDPR fines, the law creates criminal offences, for example for failing to notify a breach or failing to keep a record of processing (our summary). The Commissioner has reported that unsolicited advertising made up 746 of 2,585 complaints in the GDPR's first six years (Cyprus Mail).
What to change on your website and processes
- A GDPR-grade privacy notice: legal bases, retention, rights, transfers (Arts. 13–14)
- Opt-in cookie consent with equal "Reject" (ePrivacy rules)
- Marketing opt-ins that are separate and recorded
- Processor contracts with Article 28 terms
- A record of processing (Art. 30)
- A breach plan: notify within 72 hours where feasible (Art. 33)
- A transfer mechanism for data flowing between the EU and GCC entities (GDPR Chapter V)
Where PDPPL and GDPR line up
Both require notice before processing, security proportionate to risk, rights of access, correction and erasure, and consent for electronic marketing. A Qatar-first programme built on the PDPPL checklist covers much of the GDPR groundwork. The main additions are documented legal bases, Article 30 records, and transfer mechanisms.
