Who enforces Qatar's PDPPL?

The department

Qatar's PDPPL is enforced by the Personal Data Privacy Protection Department (PDPPD) at the National Cyber Security Agency (NCSA). In June 2026, NCSA described the department as responsible for enforcing the law and overseeing compliance across sectors. Its remit includes implementing privacy laws and decisions, developing requirements, standards and frameworks, issuing policies, guidelines and tools, research (particularly on sensitive data), awareness, and representing Qatar internationally (The Peninsula, 10 Jun 2026).

Complaints

Individuals whose data has been collected or used unlawfully, or whose requests to exercise their rights were denied, can complain to the department (The Peninsula, above). The law provides a complaint route. After investigating, the department may issue a binding decision requiring the controller or processor to fix the breach within a set period.

Guidance to use
